If you need to know that your notices have been delivered, use Fax. But even then you can not be 100% sure. But you DO know that it got delivered (or not) to the fax machine at the other end. Of course, you have no idea what happens to it after that. But you do have a much higher confidence that it got delivered than with email.

AFAIC unless 'Fred' tells me he got it, either by voice or some electronic acknowledgement, 'Fred' ain't got it. Fax me anything at all and I probably will NOT get it and even if I do it'll be lost soon. Email it to me and I've probably still got it.
