Paul, As others have said you can always hold a queue, whether it's attached to a print writer or not. There is also another solution which would be starting the writer but specifying a special forms type. The default is to allow all forms to print on the writer, but you could specify a certain one so that only spool files with that form type would print on that printer regardless of the outq's status.
