You do this in DST. Once in DST, option 5, I think (environment?), you can change passwords to anything, without regard to reuse. This is similar to how CHGUSRPWD will allow you to reuse passwords, regardless of the system values, but CHGPWD enforces the rules. You should be able to reset 11111111 and 22222222 there. I like to set up users in DST with all the capabilities enabled, so that QSECOFR doesn't get used much and, hence, doesn't get disabled ALL the time.
