I am assuming this is  IBM cost the consultant is referring to  not
consulting fees. Is this a big system

To compound that  software subscription has increased in cost.
If software subscription  expired/lapsed, there is a substantial "After
License Fee"  added to the renewal.
Last  factor is if you make any hardware/software upgrades
that  might  raise your  tier pricing  for software or  software  subscription?
