What does it mean when SEU & RPGLE are at V4R4 & OS is at V4R5

When I look at statements generated by SEU, they show  REL-V4R4M0
5769-PW1.
DDS compiles have  5716SS1 V4R5M0 on listings.
RPGLE compiles have 5769RG1 V4R4M0 on listings.

How did we get out of sync?  What do we need to right the situation?   We
are looking
at V5R1 but it doesn't look current on V4R4.  OS has been at V4R5 for over
a year.

We are also lame ducks as far as system admin is concerned.
