It's not useful in CL, although it could be called. CL
does not have floating point. It needs to be ILE, in any
case.

The CEE service program is automatically bound into any
ILE program, so it ought to be easy in RPGLE. &seed is 4-
byte binary (signed) and &randno is 8-byte floating
point (double?).
