It doesn't run on OS/400 but HylaFAX is a great fax package.  Writing an
appropriate interface should not be hard to make the AS/400 talk to a
HylaFAX server.  We will be implementing a HylaFAX<->OS/400 solution for
our customers.  HylaFAX has several clients for windows and unix that can
schedule faxes, etc.  Such a client should be easy to write in RPG.
