The way CFINT takes cycles away from you is to load the "Decrementer" register with such a small value that timer interrupts happen very frequently, thus forcing the processor to spend more time processing timer interrupt rather than getting on with your jobs (interactive or batch, doesn't matter). After all, CFINT is just the general interrupt processor, not s special task for applying the interactive punishment.
