Generally, the line speed will be negotiated by the hardware.  There are
cases in which the line speed parameter of a line description will be
used by the system.  Under some circumstances, particularly with
APPN/APPC communications, the system will need to route various
transmissions to the same location.  These various transmissions can be
assigned priorities.  If multiple routes exist to the same location,
then the line speed parameter will be used in figuring the highest-speed
route to the location so that the highest priority transmission will use
the fastest route.

It really doesn't come into play much in most situations.
