Interesting.  On my V4R1 machine, I can successfully execute the following:
Select substr(Field1,1,8) from File

Did IBM change something in later releases?

I would not know, but I noticed that SQL on the iSeries requires a blank
after each comma in the statements, for instance substr(field,1,1) will not
work, whereas substr(field, 1, 1) is OK.
