I don't see that the date on my Cookies file has changed since 8/10/02 and I
have never been to this site before.

Can you write to that file without changing the date ?

NOT that would change it so I could vote over, and over, and over, and over,
and over, etc. again ;-)

Apparently voting sets a cookie.  In order to stuff the ballot box you'll
have to prepare accordingly. Not that I'd advise anyone to do something like
that.
