I am just guessing, but:

1 on          = device address 1
2 on          = device address 2
4 on          = device address 4
2 on and 1 on = device address 3
4 on and 1 on = device address 5
4 on and 2 on = device address 6

all switches off = device address 0
all switches on = illegal setting
