Retrieve Data Area API, QWCRDTAA

When calling this API on a *DEC type of dataarea, the value is returned in a
variable-sized area of the Receiver, along with fields defining the length
and decimal positions.  Does anyone have an example of the best way to
convert this packed decimal-data value to a numeric field when you don't
know the size and decimal positions until after the retrieval? I'm trying to
build a generic wrapper that would handle all sizes of numeric data areas.
