Jeffry,
Do you find anything showing up in the qsysopr msgq?  There "should" be an
entry there when the usrprf is disabled.

Just a maybe, but I've got security set up on my machine to disable certain
usrprf's at end-of-day (on the activation schedule under SECTOOLS menu),
then re-enable them in the morning.  Is something like that going on?  May
be worth checking...
