I wonder if the save file on the target system is open by some other job.  I
know I can't successfully FTP a save file if DSPSAVF has it open.

Just a guess.  If this doesn't help, perhaps you could post more info from
the FTP session.  Is the save file already created on the target system?
Did you BIN?  are you using NAMEFMT?  (which one?)
