Wow.  There are more "bit" details than I imagined for RAID.

If the outer/inner ring scenario is as you described, one would think that
the way to improve performance for any sized drive is to do it just the
opposite.  I.e., find that track near the middle (?) of the platter where
RAID bits fill from the center out and data bits fill from the center in.
Is that "middle" track a moving target?

Getting way *WAY* out of my league now, but curious nonetheless.
