I wish you luck. Try (800) 237-5511 which is the SW support number. With out a 
SW support contract IBM most likely won't even talk to them. They may have to 
sign at least an hourly contract.

I have a client who has been getting lots of errors in their SMTP server
job and logs a software problem in WRKPRB.  Running the analysis always
says it is an application error of some sort (100% chance) and the
program is an IBM system object in QSYS.  I have reported the problem
via ECS (3 times now over the past 6 months) to see if there is an
available PTF for the issue.  (The client is on V5R1 and has all the
latest PTFs related to SMTP and TCP).  I always get a response that, the
problem has not been reported before, and I should submit an APAR.  So I
finally followed the directions on the screen and saved the requested
object to an APAR library and saved the library to tape.

As usual, here is where the fun begins.  I contacted the Business
Partner who sold the box to the client, and she directed me to a web
site.  The website requires a user name and password.  She also
suggested I call 800-IBM-SERV, but the person I spoke to there had no
idea what an APAR was, could not decide it I need to talk to hardware or
software support (the client does not have IBM maintenance).  After
messing with her on the phone for quite a while, I thought I would ask
the experts.   So...... How the heck do you submit an APAR tape?????

This SHOULD be simple, but since it involves IBM, it is not.
