Most frequently, it's due to the PC user ending his CA session the same way
he'd end a PC program, namely by clicking the X in the top right corner
before returning to a sign on screen. Do your PC users have device names
configured for their CA sessions? If one of these sessions terminates
abnormally, the device will frequently end up in the varied off status. You
may want to consider changing the CA configurations to remove specific
device names and let the system create its own QPA*** names on the fly. Of
course, you will also need to look at the system value for the number of
devices you'll allow the system to create.

Other clients of mine require specific device names. In that case, I have a
little CL program that runs in the job scheduler to vary on any device that
is varied off.

Most importantly, try to educate your users that they need to see a sign on
screen before they click the X or they shut off the power to their device.
Tell them that you'll charge them for getting them back on line :-))
