It works just about like you said.  I have done this.

Copy the image to the PC
Then go out and get the PTFFORM.EXE service pack
ftp://ftp.software.ibm.com/as400/products/clientaccess/win32/v5r1m0/servicepack/si02795/subcomps/

extract on top of the CA files you copied from the CD

Check the README.1ST  It has good instructions

Hi all,
I need to create a CD to install CA Express from (to send to a remote
location) and I'd rather just send them an up to date version, rather than
them having to send the latest service pack (and having to walk them
through
installing it).

Can I create an up-to-date install image for CA Express (V5R1) by:
1.  create a folder on my PC from the Install Image of CA on the AS400
2.  copy (replacing) the latest service pack into this folder

Seems as though this should work, depending on how Rochester did the
service
pack files.

Anyone know?  tried this?
