IBM is trying to encourage development in the new technologies.  I see no
reason to develop using obsoleted software.  This just propagates the
problem many users have when their software houses stick with ancient
versions of OS instead of using newer code.
I would be against IBM giving out older versions of OS for developers.

No he didn't talk about lack of PAST, PRESENT and FUTURE inadequate
MARKETING strategy for the AS/400 iSeries.
AS/400 didn't even get a jersey in the eServer TV ad...

I was just thinking if IBM could find it in it's heart to let developers
have access to outdated OSes (up to V4xx) and systems (up to 7xx series)
and
CA with ftp archives of PTFs and CUMs (all available fixes).
