router be considered an "internal DNS"?

Consider setting up your AS/400 name lookup as follows:

Set the Host Name Search Priority to *Local.
   -- This will force the 400 to look at it's host table first before
checking the Domain servers.

Under Domain Name Server, first add the internal DNS (if you have one)
and then add the external DNS.
   -- Now, when trying to resolve a Domain name, the 400 will check, in
this  order, the local host table, the local domain server, and finally
the remote name server.

All mail should then flow out as desired.
