According to the US Identification Manual, The first three digits are the originating state code, from 001 - 765 seems to be valid. The next two digits and the last 4 digits can not be all zeros. For the first three digits, 700-728 have not been issued since July 1, 1963. The actual table of issuing states is quite long to post. Call me and I can fax you the page. Christopher K.
