I am not sure but the Per/Zip4 software might do the street adress
functions....

I looked at this a few years ago for CASS certification.........would have
selected it but the function we were looking at ended up outsourced. Not
a
reflection on the software....just upper management thought
processes...........

I did some further reading of your responses. I don't think it breaks it
down by street address. From their FAQ:
Does ZIP/CITY match addresses at the street address level?
No, ZIP/CITY does not contain street level address information. It does
not match input addresses to a street database. ZIP/CITY does provide
every ZIP Code used by the US Postal Service along with matching city
name, state code, telephone area code, time zone, and latitude/longitude.
