Generally, statistics for when the AS400 is up and people can access data
(QINTER is up and running and we are not in a restricted state or some other
"mode" that may restrict access to files). Also, we have several jobs that
run which provide a "gateway" for special access to files. If this jobs are
not running, people can not get to the files via this method, so management
wants to know how often these different ways of accessing files are down.
