CA V5R1 on OS 4.5 problem

(2nd request) Am still having a problem on W98 desktop.
CA V5R1 works fine with no service pack. As soon as I load
a service pack, either OPS Console update 5/2001 or latest
SI02795, the emulator will come up, I sign on (server sign on,
not telnet green screen sign on), it says connecting, but
never connects. Have done 1 round with IBM Support but
no answer. They think my pc is hosed. Without service pack
can't use Ops Console to set up a 270. Have totally uninstalled
CA twice.
any ideas?
