Are they dialing in using SLIP or PPP, that they'd be able to access something with a web browser? Or is it that there's a firewall between the machine they dial into, and the machine with the web store? If the only reason for this is to work around a firewall/routing issue, then I'd suggest writing/finding/buying a proxy. I know I could write a quick proxy in an hour or two, whereas writing a web browser would take me something like a year, and I still wouldn't be satisfied :) YMMV.
