Let me see if I can be a bit clearer and maybe there is aanother way to
solve the problem.

The problem we are attempting to solve is this:
We have a development box that is not available "outside" the network.  We
are upgrading our software package which includes a "web store."
We can view the site from within, but the software vendor can't view it
when they dial-in.  There are issues we need resolved but without the
ability to "view" the issues the vendor can't duplicate our issues.  My
lead asked if I heard of a web browser that could be installed on the 400.

The whole question needs to be clarified, IMHO.   How exactly could you
run a web browser on a computer that doesn't have a monitor or keyboard?
If you consider 5250 terminals to be the monitor & keyboard, then you're
stuck with a non-graphical terminal which, like Lynx, would only SOME of
the web pages out there in any usable fashion.   If you're considering
a PC to be the monitor & keyboard, then why do you want the browser to
run on the iSeries?  Free browsers for PCs are EVERYWHERE...

If you're just looking to download using the HTTP protocol, then you don't
need a web browser -- if that's what the poster was looking for, I'd be
able to help:
        http://klement.dstorm.net/httpapi/

But, unfortunately, the original post wasn't clear.
