What program is generating the error?  If you drill into the detail for the
message in the job log what do you see?

If I perform a WRKOBJ *ALL/QUSERMSG *MSGF I find instances of the message
file created by contract programmers.  I can recall QUSERMSG in QGPL being a
popular standard in some shops.  We would occasionally hire programmers who
had to be broken from that habit and transitioned to our standards for
application messages.

I do a WRKOBJ on the message of qusermsg and I get nothing.

Only one user is getting these. I suspect he may be doing something I am
unaware of.
