Yes, you are right in that the blocked NetBios ports will prevent the
Network Neighborhood functionality.  Usually, Cable Modems are
relatively dump pieces of equipment, with no firewall or filtering
capabilities.  ATT is probably performing the filtering downstream
somewhere. So there may not be much you can do to turn off the
filtering.

But you do have the opportunity to setup and test the AS/400 VPN
services!  Once the VPN tunnel is established, this issue of blocking
NetBios should go away.  The VPN will carry any permitted traffic just
like a private WAN.  You would then be able to allow only VPN
connections on your 400 and that would help with the security issue!
