I've put an entry for the 400 in both a HOSTS file and an LMHOSTS table on my PC. When I run nbtstat -c I get 3 entries for the system in question. When I then run nbtstat -a magic I get a 'Host not found' message. I get the same message even if I use the IP address form nbtstat -A nnn.nnn.nnn.nnn I've asked ATT if they block NETBIOS. The fellow I spoke with says no.
