This could be many things, but start with the following:

wrktcpsts *cnn

This will display the TCP/IP connection status screen

Then F14 will display the port numbers.  Look for 21 to see if FTP is active.

If FTP is not active, try STRTPCSVR *FTP. (Make sure you have appropriate rights
on your system to start server jobs)

If FTP is active, stop it with an ENDTCPSVR *FTP, and restart it.
