Vernon, I really do not see any technical reason why he needs to know if it is in use or not. My assumption was that he was trying to do something conceptually similar to what this API does, so perhaps seeing an API that is used for that purpose would spur him to just use the API. You can move/rename programs while they are being used without causing any problems.
