I think you cannot use FILE LINK CONTROL,  as I'm not aware of any DLFM
server outside of DB2 UDB.
You can test your datalinks thru OpsNav in V5R1, given the directories are
accessible with the http server.
In V5R1, you can also create a populated SQL collection with the
CREATE_SQL_SAMPLE procedure.  Some tables include datalinks (employee's
photos).
