If I remember correctly to CHANGE the primary lang will take a MANUAL RE-INSTALL
of the OS and specify the new primary lang code. You may be able to ADD a
SECONDARY LANG much easier. There are some restrictions on what lang can be a
primary when certain langs ar secondary. I can't find the PDF file right now but
there is a NATIONAL LANG. Support manual out here somewhere. I've used it to go
FROM ENG DBCS to 2924 about a year ago.
