We couldn't find anywhere to Add the users.  I saw this on a few archives, and 
pages on runrmtcmd put there was no 'Add users' withing the remote command tab. 
 We did find a spot to add local users,  and then made them a member of the 
admin group.  But this local user is just a win 2000 think not CA.  But as long 
as the user is a member of the admin group it runs fine.

There are some differences between MS-Windows version, but on my system
(Win Me), I have a client access icon in my Windows Control panel.  The
'incoming remote command' tab of that program allows me to add
authorized users.
