So one thing we've figured out here is that RTVQMQRY does not always convert
cleanly/accurately?  Mike, were there any warning messages on the output
that suggested that there might be problems?

I may be way off base here, but I think the problem is the WHERE clause on
the fields in the second file.  If there is no associated record found in
the second file the selection criteria fails because the fields in the
second file are null instead of blank, "AC", or "PN".

How about something like:
SELECT UMACT, UMPRM, UMSTS, UOACT, UOARA
FROM uact left outer join
     uactov
  on umact = uoact
where (Uoara = '' or Uoara is null) and
      (umsts in('AC', 'PN') or umsts is null)

I may be wrong on the syntax, of course.
