Further clarification:  The IPCS cards were an issue because they were not
supported on V5R1.  They would have been an issue even if they did upgrade
4.4-4.5-5.1.

I had a client go from 4.4 to 5.1 without any real problems. The IPCS cards
were an issue, but skipping 4.5 was not. It does depend on the client and
what applications/hardware they may be running, but...

IMO when someone says " there are issues " without elaborating, they are
buying time because they don't know for sure what issues may or may not
exist.
