I think you have to reboot the 400.

Make sure the lan line, ctl, dev and *nws ( if there is one ) are all
online(*yes) ( online at ipl ).  also that your qinter subsystem starts in
the qstruppgm.  ( this is probably already the way the system is configed )

The odds of both the lan line and the console line not coming up are very
small, 1 in a 100.  I am sure nothing bad ever happens to you so it should
be a piece of cake.
