Information Center for v5r1 has a section on Management Central, under the Systems Management section in the left-hand menu. Also, I'd recommend going to the Technical database and search for management central, or find it's section therein. Lots of good info can be found there that isn't anywhere else. Go to <http://www-912.ibm.com/supporthome.nsf/document/10000051>, where you can take the search button. I found 16 documents by looking for an exact match for management central.
