The BOM level is used for net change processing.  Prior to a net change run,
you can easily propogate net change flags upward through the bills.  If you
have small, unique bills, there's not a lot of gain as opposed to a pure
topdown explosion, but in situations with a high number of items and heavily
nested bills, this savings can be significant.

It's a pay me now or pay me later thing.  If maintain a low-level code, it
has a slight impact during maintenance, but reduces your overall batch run
times.  If, on the other hand, you never do net change MRP or costing, then
low-level code is not required.
