You need to properly install a user certificate on your PC as well as the as400. These are tied to your user profile for logging on. Don't feel bad, I have yet to invest the time to get CA to connect via SSL also. Even though the application shows up as certificate assigned, renewing it made a difference on one V4R5 scenario I have had. I think it depends on a lot of things, starting with PTF's. If SSL is listening, see if your actually getting rejected.
