I'm not sure if this is more secure than a VPN, but I developed a bridge
program which works the other way. Instead of the user connecting to the
AS/400, a program on the AS/400 connects to a program running on the user's
PC. They can then run a telnet client pointed to 127.0.0.1 to access the
AS/400. It works fine for going over the Internet, even through a firewall,
since it is going out, not in. It does require that the user have a TCP/IP
address on the Internet, so dialup is out.
