The same exact problem was seen in SAA/RPG. When stripping out those things that are OS/400 specific to make it run on 370's etc, we were left with little of what really makes RPG productive. No externally defined files(DB, Printer, DSPF), data areas ? Qcmdexec etc. would anyother OS have the underpinnings and all the things surrounding what most of RPG programs take for granted exist?
