My understanding was that locking down the screen was pretty much to be avoided 
(as questionable as that may be).

For most circumstance, I'd certainly agree. The particular reason I thought a 
secured message queue with a break-handler would be better is because it would 
allow normal use of the console until the trigger message arrived.

However, it doesn't yet preclude the possibility of someone signing off the 
console. In order to handle that, perhaps it'd be possible to send a Scope 
Message with scope type *EXT. The scope handler program might intercept the 
signoff attempt. This message could be sent by the same program that did the 
CLRMSGQ and CHGMSGQ to establish the break-handler. The scope-handler could 
just pop-up a window saying "Signoff delayed" and then wait.
