You are getting the message because you are putting the user message queue into some mode other than *HOLD mode. Change it to *HOLD mode, and the message should go away. If you want the messages to go to the first workstation signed on, then have an initial program that changes the message queue from *HOLD mode to the desired mode, and monitor for and remove the message.
