The 15,468 represents the totals jobs in Dave's system, not the number of active jobs. Most of these are probably jobs that have terminated but still have spooled files hanging around. Some may be still on the job queue. The WRKACTJOB display will give the true number of active jobs. On my system this is currently 234 while the total number of jobs that show up in WRKSYSSTS is 3795.
