I don't think Al's being entirely fair. If you are creating a database that is to be accessed with ODBC or JDBC (or possibly embedded SQL), creating it with the SQL CREATE COLLECTION statement is more convenient than: creating the library creating a journal receiver creating a journal identifying the system names of all the files you created with CREATE TABLE statements and starting journalling for each (the files need to be journalled, as commitment control is what supports transaction isolation). My only complaint would be why IBM couldn't have used CREATE DATABASE (which I think is ANSI standard SQL, though ICBW) instead of CREATE COLLECTION. That would be very helpful when you are writing a database-independent creation script, as I was doing recently.
