I don't know the why, but have a suggestion that may prove less disruptive... Have you tried just ending the Trivial FTP server (as opposed to ending all of TCP/IP)? It may be that you can just end and restart this server an achieve your rest. This would certainly be less disruptive to all the other users. It's worth a try.
