A thought from when I've been in a similar situation (more than once). List out the TAP01 device description (dspdevd tap01 output(*print). Then vary off and delete. Manually recreate the device. There is no need to IPL. Vary back on and try the command. There is a chance that the autocreate at IPL description is being created with some kind of error. Also (in case you haven't), clean the drive and use a new tape. Not much to go on. I am assuming (since you don't mention it) that you have no independent ASPs on your system.
