Steven,

Assuming that you have removed a licensed program and now want it back,
your best bet would be to install from distribution media and then apply
PTFs.  The RSTLICPGM will not work with an option 21 save.

If you remove a licensed program and think that you might change your
mind, use the SAVLICPGM command prior to the removal.  This would give
you a tape you could use with the RSTLICPGM command.
